At the office meeting this morning we discussed very briefly Mr Simpson-Orlebar's minute to me of 24 May and agreed that SEAD should be the coordinating Department for all matters relating to Indo-China refugees, working to myself and Mr Cortazzi. I have informed the Chief Inspector, who agrees and will put out an office notice, which will also stress that general coordinating policy for refugees (excluding Indo-China) remains with UND.
2. Much of the substance of Mr Simpson-Orlebar's minute is
So far as a general overtaken by the events of last week-end. discussion in the Political Committee is concerned, Mr Bullard can be briefed to follow through the line which the Secretary of State is likely to take at NATO. There remains, however, the question of Thailand's "pushing back" of Cambodian refugees, for which Mr Bullard will need a separate brief.
