To the 25,000 refugees awaiting resettlement from Hong Kong must be added a further 12,000 former residents of Indo-China who have been allowed to settle in Hong Kong since 1975. Furthermore, the refugee influx into Hong Kong must be set against a background of roughly 180,000 legal and illegal immigrants from China over the past 16 months total greater than the present number of all land refugees in Thailand.
