Your letter of 11 April to Brian Smith and Hong Kong
telno 473 not to Washington.
هم
Sir Munay Maclehove I agree with the Governor
Hong Kong that Hong Kong should not be left out of this
scheme. It, therefore, came as a blow to learn that Mochtar
had emphatically ruled out the idea especially in view of
Darusman's earlier assurances to you (your teleletter 020/2
of 27 February). We need to have this decision reversed.
2.
On instructions Sir James Murray took the opportunity
of Mochtar's presence in Geneva to tackle him this morning.
Mochtar said he personally had no objection to Hong Kong's
using the island facilities on an ad hoc and informal basis,
politically but it would be practicably impossible for him to sell the
idea to his ASEAN colleagues. He did not like the idea of
Hong Kong's being represented at the 15/16 May meeting in
Jakarta.
