Pham had said: "We are trying our utmost to avoid whatever can create difficulties to other countries in this region.
We are co-operating with UNHCR to find out the best solution to this problem". Mr Mochtar thought that it was very important for UNHCR to open an office in "Saigon" and was trying through his Ambassador in Hanoi to get his idea across to the Vietnamese in the hope that they would put it forward as their own suggestion. If they did, it would demonstrate Vietnam's commitment to helping
to solve the refugee problem.
