We were pleased to see l'r Frawley (your Senior Marine Officer) here on 3 April to sort out arrangements for liaison between Hong Kong and Singapore over the trafficking in Vietnamese refugees. He explained to us the objectives of Hong Kong's Refugee ip Unit, an we uiscussed ways in which we might help. I thought that you might find it useful if I dropped you a line sayin, how we see the arrangement working.

2. I gather that the Hong Kong CID (Insp l'cDougal) and the Singapore Cririnal Investigation's Bureau (Supt Cheng) are already in liaison with each otier. Frawley has made his own arrangements (via Straits Steamship Company and thay Pacific Airlines) to get up-to-date copies of the Port of Singapore Authority's daily list of ships in harsour, and I understand that he intends to approach them directly for routine commercial information. here we can help is with requests for more confidential information, or, as in the case of the "Lucky wragon", for action by Singapore authorities to deter potential traffickers, Those requests should be directed to me in the first instance, elder from iravleg or from the Government Secretariat, as you think fit. ▾ shall then get in touch with the Ministry of ¡love affairs, who seem ready to COOPETAL
