at Kai Tak. The estimated

cost of providing these services

at the U.N.H.C.R. camp is

$2,040,000. This has also

been included in the total in

paragraph (a).

Introduction

On 14th February 1979, Members approved the creation of a new special expenditure subhead for the supply of goods and services to the "Huey Fong" together with commitment and provision of $3, 019, 000 for this Subhead, entitled "Maintenance of detainees". On 14th March the commitment was increased to $20, 825,000 and the ambit expanded to include the transfer of passengers from the "Huey Fong" to a detention centre at Kai Tak, the running costs of that detention centre, the provisioning of the "Skyluck" which arrived on 3rd February and the handling of an increasing number of refugees arriving in small boats. The subhead was not intended to cover manpower costs, which have continued to be met from departmental subheads. Nor does it include costs being met by the U.N.H.C.R. Of the commitment of $20, 825, 000 approved on 14th March $3,325,000 was spent in 1978-79.
