to recommend the creation of a
pool of 119 supernumerary
posts under Head 35 Govern-
ment Secretariat to provide
staff for dealing with the
refugee problem including
running the existing Detention
Centre at Kai Tak. The notional
annual salary cost at mid-point,
plus pay and allowances for Civil
Aid Services personnel is
$8,312,000, for which provision
has been included in the total
in paragraph (a); and
