We are therefore unlikely to succeed in persuading Macau to take all direct arrivals. However, we believe their accommodation facilities could be expanded by several thousand. We also owe it to ourselves, and not least an increasingly tetchy public opinion, to persuade Macau to do more. There is some chance of this being achieved if but only if there is a permanent UNHCR presence on the spot.
