Cambodian refugees in Vietnam.
I have added a footnote to the figure in para 4. Both the ICRC and the UNHCR give the figure of 150,000 refugees from Cambodia in Vietnam. Whatever their prospects of repatriation to Cambodia, they are still in Vietnam and regarded by the UNHCR as refugees, though it may well be that some are not: UNHCR privately doubt whether some would meet the criteria for. refugee status as defined in the 1951 Convention on the Status of Refugees. But the same question could be asked about all the "boat people".
Japan.
I am not convinced that Japan should head the list 'but have inserted a new para 13 describing her
position.
Sweden.
The Swedes have told us they plan to admit 250 refugees from Indo-China (I have added to para 12). We have urged them to include a quota from Hong Kong.
