Text of the message received by UNHCR on 12 January 1979 from the Ministry of Foreign Affairs, Government of the Socialist Republic of Viet Nam.

"In accordance with its humanitarian policy and the laws in force, the

Covernment of the Socialist Republic of Viet an is prepared, as of today, to

grant exit visus to all Vietnamese who, by written request, express the desire to

leave, with the exception of the following:

Primo those who have military obligations

Secundo those who are in possession of state secrets or who occupy important posts in the field of production, and who are irreplaceable for the moment

Tertio those who, al present, are on trial.

With this in mind the Socialist kepublic of Viet Tam has decided:

(a) to accelerate, as much as possible, the solution of Vietnamese family

reunion cases; in this respect, the Socialist Republic of Viet Nam inites UCK to co-operate closely with the local authorities to organize special flights in the future;

(b) in order to find a solution to the question of "buat people" which has created problems to neighbouring countries in South East Asia, the Vietnamese Government also invites UPHICR to assist it in this field by providing transportation and a country willing to receive those persons wishing to leave Viet "a;

(c) in order to resolve satisfactorily this humanitarian problem, the

Conialist Republic of Viet um is prepared to provide the necessary

conditions and to co-operate with U HCR."
