request for repatriation along the lines of the Burma/Bangladesh exercise. He was not sure that UNHCR really needed any more funds for the present operation (though he had not consulted the External Affairs Division about this), as it would have to be entirely re-thought out in the light of the new situation. The Fund Raising Section are clearly not quite as in touch with events (my letter under reference) and I would have thought that we could slow down our consideration of whether to respond to this appeal until the situation becomes clearer. De Haan also mentioned that the Cambodian refugees in Thailand did not seem to have made up their minds on whether to go back or not would obviously wait and see how things develop.
