We have received an offer from a Frenchman to take care of a number of refugees on the Sky Luck. Before trying to verify the bona fides of the gentleman concerned, I thought it wise to check with you whether it would be possible in principle to take up such an offer, and if so whether it would be possible to identify the refugees concerned, who are:
