REFUGEES FROM INDO-CHINA: LETTER FROM INDONESIAN AMBASSADOR

The Indonesian Ambassador wrote to Mr Cortazzi on 4 April enclosing (a) Mr Mochtar's statement of 21 February on behalf of ASEAN about the proposal for a fefugee processing island and (b) a record of Mr Mochtar's recent talks on the subject with Mr Hartling, the UN High Commissioner for Refugees.

Mr Saleh asks whether the British Government is considering receiving any Indo-China refugees this year from camps in ASEAN
countries and also whether the Government would be interested in
participating in a limited conference in Jakarta later this month or early next to discuss the refugee problem, in particular the island processing centre. On the latter point, I suggest that we ask our Ambassador in Jakarta to make a member of his staff
available to attend the conference. We should provide briefing in advance.

Mr Saleh does not ask, in advance of this proposed meeting, for a commitment from HMG to admit some refugees specifically from the island processing centre. You will recall my letter of 20 March to the Home Office and ODM about this, and may wish to see the ODM rather po-faced comments. The Home Office have not yet replied.

I submit a draft reply to the Indonesian Ambassador and a
draft letter from Mr Cortazzi to Mr O'Brien in Jakarta.
