(a) Sham Shui Po Camp, being administered by a

voluntary agency under the directions of UNHCR, The accommodation in this camp is about 5,000. It will be increased to about 7, 500.

(b) Jubilee Buildings, adjacent to Sham Shui Po, which

will also be administered by a voluntary agency under UNHCR supervision. Minimum renovations are now being undertaken to accommodate 5, 000 refugees.

(c) Kai Tak Camp. Accommodation for about 5, 000 under

secure conditions is being administered by the

Government.

This camp is used as a first reception

camp prior to the subsequent transfer of refugees to UNHCR.

The total accommodation is therefore about 17, 500, but only part of the accommodation in Jubilee Buildings will be available from 1st April and thereafter only in instalments.

About 2,800 refugees are accommodated in various Prison institutions. These are persons who have arrived in Hong Kong by small junks, some of whom have been identified as having spent some time in China, others of whom would appear to have spent time in China, though they have destroyed evidence which would enable this to be proved. Attempts to secure the agreement of the Chinese authorities to their repatriation have failed. It will be necessary to take a decision fairly soon to release them to UNHCR control. The accommodation thus released may not thereafter be available for refugees because it may be required for prisoners' use.

Government accommodation already occupied

In the light of the continuing inflow of refugees and in view of the desirability of being prepared in view of the approaching typhoon season, a review has been made of the likely future demands for accommodation. In considering this it has been necessary to decide the guidelines which should apply to Government accommodation already in use, areas being developed for future use and other areas earmarked for the land sales programme etc. It is proposed that:

(a)

areas and accommodation allocated for housing, social welfare purposes, education, medical, sports and recreation services and other Government purposes including Barrack areas occupied by the Forces, and Victoria Barracks shouldnot be used;
