6. Mr Tran thanked me for giving him this information and under- took to report back to his Government immediately. He explained that the Vietnamese Government's policy on refugees was very clear; it was to cooperate with the UNHCR in dealing with those who wanted to leave Vietnam. He said that he had repeatedly expressed concern over the difficulties being experienced by recipient countries and his Government did not want to increase their difficulties.
7. Mr Tran said that the only additional information that he needed was the percentage of Chinese on board the Huey Fong and the Skyluck. I undertook to arrange for this information to be made available. Mr Tran undertook to contact me again after he had received instructions. He hoped that these and similar problems would be resolved quickly so that other matters of mutual benefit could be discussed a view with which I concurred.
8. In conclusion, I thanked the Ambassador for coming in at such short notice.
