The governments to which you and the other recipients of this letter are accredited may find it helpful to have copies of two pieces of paper handed over by Hugh Cortazzi to the Vietnamese Ambassador on 27 February. The texts are in the two savingrams enclosed. The Americans already know about the existence of the "Lucky Dragon" but should be interested to know of the action we have taken in this regard.

We have given a copy of these two papers, on a personal basis, to the representative in London of the United Nations High Commissioner for Refugees, who asked me recently if there was any evidence of Vietnamese official complicity we could communicate
to him.
