ENTER, CATEGORIES I & II REFUGEES WOULD BE PROCESSED IMMEDIATELY FOR THE USG PROGRAM. OTHERS WOULD BE CONSIDERED FOR IMMEDIATE PROCESSING TO THIRD COUNTRIES AND THE REMAINDER WOULD TAKE THEIR PLACE IN THE LINE.
8. THE FACILITIES PROVIDED FOR SUCH A SPECIAL CENTER SHOULD BE APPROXIMATELY THOSE PROVIDED NOW BY THE UNHCR AT EXISTING CAMPS, THOUGH OBVIOUSLY MORE COMPLETE THAN HAS BEEN POSSIBLE IN CERTAIN OF THE CAMPS IN SOUTHEAST ASIA WHICH HAVE EXPERIENCED SUCH RAPID RECENT INCREASES IN THEIR CAMP POPULATIONS. THE COST FOR SUCH A CAMP WOULD, THEREFORE, NOT BE MARKEDLY DIFFERENT FROM THE COST OF THE EXPANSION PRESENTLY PROJECTED FOR FACILITIES FOR HOLDING THE GROWING NUMBER OF REFUGEES IN COUNTRIES OF FIRST ASYLUM. REFUGEES CAN BE ASKED TO BUILD THEIR OWN HOUSING AT AN ISLAND HOLDING CENTER, AS THEY HAVE DONE IN MOST MALAYSIAN CAMPS.
9. THERE MIGHT BE, OF COURSE, SOME ADDITIONAL COSTS FOR LOGISTICS IN SUCH AN ISLAND AND INTRA-REGIONAL TRANSPORTATION COULD BECOME A SIGNIFICANT COST FACTOR. ADDITIONALLY, IF THE WAIT IN SUCH A CAMP WERE TO BE MEASURED IN YEARS, SELF-SUFFICIENCY AND/OR EDUCATIONAL PROGRAMS MIGHT BE REQUIRED TO MAKE SUCH A WAITING PERIOD PRODUCTIVE. THESE PROGRAMS, HOWEVER, MIGHT WELL BE RUN SEPARATELY, E.G., BY VARIOUS VOLUNTARY AGENCIES, AND MIGHT BE KEYED TO LANGUAGE TRAINING RELEVANT TO COUNTRIES OF EVENTUAL RESETTLEMENT.
THE PRINCIPAL POINT TO BE UNDERSTOOD ON COST IS THAT THE PROJECTED INCREASE IN REFUGEE CASELOADS WILL BRING ON ITS OWN SHARPLY INCREASED COSTS. IN ITSELF AN ISLAND SPC SHOULD HAVE A RELATIVELY LIMITED EFFECT ON COSTS. IT SHOULD BE UNDERSTOOD, OF COURSE, THAT ALL FUNDING FOR AN SPC WOULD COME FROM THE INTERNATIONAL COMMUNITY THROUGH UNHCR.
10. WE PROVIDED THE UNHCR INFORMALLY OUR ESTIMATES BASED ON A CONTINUING GROWTH OF THEIR CASELOAD AT RECENT ESCAPE AND RESETTLEMENT RATES WHICH COULD RESULT IN A 1979 PROGRAM EXPENDITURE BY THE UNHCR FOR INDOCHINESE REFUGEES OF WELL OVER $80 MILLION. WE ARE SEEKING IN OUR FY 1979 SUPPLEMENTAL THE FUNDS TO ENABLE US TO PROVIDE AT LEAST 50 PERCENT OF THE UNHCR'S COSTS FOR THIS PROGRAM, AND WE WOULD BE SYMPATHETIC TO APPEALS FOR FURTHER INCREASES IN OUR CONTRIBUTION IN THE FUTURE, BASED ON PROGRAM DEMANDS. WE NOTE THAT THE JAPANESE, IN PARTICULAR, HAVE INDICATED A WILLINGNESS TO ENTERTAIN ADDITIONAL PROJECT RELATED PROPOSALS IN THE COUNTRIES OF FIRST ASYLUM TO ASSIST INDOCHINESE REFUGEES. A SYSTEM OF UNHCR-GUARANTEED SPC'S WOULD SEEM TO FIT THE JAPANESE PROPOSAL VERY WELL. WE WILL BE DISCUSSING WITH THE GOJ THEIR FINANCIAL SUPPORT OF THE SPC'S AND BELIEVE THE UNHCR SHOULD DO SO AS WELL. BEYOND THIS, WE DO NOT CURRENTLY HAVE A PROPOSAL TO MAKE AS TO A FORMULATION FOR APPORTIONING COSTS FOR SUCH A PROGRAM, BUT THE USG WILL CONTINUE TO VIEW INDOCHINESE PROGRAM REQUIREMENTS SYMPATHETICALLY.
11. WE BELIEVE THAT THE JURISDICTION AND DIVISION OF RESPONSIBILITY AT SUCH CENTERS SHOULD BE SIMILAR TO THOSE AT EXISTING CAMPS AND AS DESCRIBED IN THE HIGH COMMISSIONER'S WORKING PAPER. WITH RESPECT TO THE LOGISTIC MANAGEMENT OF THE CAMPS, WE SUGGEST THAT LICROSS MIGHT SERVE AS THE OPERATING PARTNER TO THE UNHCR IN SUCH A REGIONAL SYSTEM, WORKING THROUGH ITS MEMBER NATIONAL RED CROSS AND RED CRESCENT SOCIETIES. THIS COULD PROVIDE A REGIONAL LOGISTIC NETWORK OF SOME UNIFORMITY AND MAXE AVAILABLE, AS WELL, THE RESOURCES OF INTERESTED NATIONAL RED CROSS SOCIETIES OF THE RESETTLEMENT AND OTHER DEVELOPED COUNTRIES. THE US COULD PROVIDE STAFF TO LIVE AND WORK IN SUCH CENTERS IF NECESSARY, IN PARTICULAR TO ASSIST WITH OUR PROCESSING OF REFUGEES BOUND FOR THE US. WE BELIEVE OTHER COUNTRIES WOULD DO SO, AS WELL.
12. THE QUESTION OF CONFIDENCE IN THE EVENTUAL RESETTLEMENT OF THESE REFUGEES IS, OBVIOUSLY, CENTRAL TO THE SUCCESSFUL ESTABLISHMENT OF SUCH A SYSTEM. IF THE A SEAN NATIONS INSIST ON
