At any rate, Orfila did tell the Governor that he would raise the matter in forth- coming visits to Venezuela and Brazil and, as a former Argentine Ambassador to Washington, he could no doubt have some effect on his own Government.

In the wake of the Pope's recent visit to Latin America, I should record that the V 3 Consulate- General have told me that in a number of telegrams they have received there have been indications that the Vatican has been playing a useful role in urging countries to be more generous in accepting refugees from Vietnam. With Latin America particularly in mind, ve should therefore be grateful if you would consider including the Holy See in any further representations which are made on this subject.
