REFUGEES FROM THE "HUEY FONG"

ANNEX E

1.

At a meeting of the Operations Group on 17th January, the probable sequence of events and the agreed inter-departmental procedures were confirmed as shown below, on the assumption that the "Huey Fong" would enter Hong Kong during the following two days

Probable Sequence of Events

(a)

(1)

The ship would be escorted into harbour by Police and RN vessels;

(2)

Port Control Centre would direct the ship to proceed to an anchorage north of Kau Yi Chau

(22 18' 08" N, 114 04' 12* E);

(3)

Port Control Centre would keep this anchorage, and an area 400 yards around it, clear;

when the ship anchored a prepared Order would be signed by the Secretary for Security making the area 400 yards round the anchorage a prohibited area;

Dan bucys would be leid by the Navy to mark the prohibited area;

the Police would secure the "Huey Fong" in accordance with their plan (Operation "BEADLE ").

CID, Immigration Dept. and Port Health officers would interview representatives of the refugees to explain to them the required disembarkation procedure, and to identify any urgent medical cases needing hospitalisation:

a decision would then be made as to the time at which processing would begin.

(b) Agreed Processing Procedure

(1) Marine Department would arrange for the following

vessels to be rocred alongside the ship:

A Government pentoon;

A car ferry;

A triple deck passenger ferry:

A water bus;

A toilet barge (specially constructed by Marine Department and Urban Services Dept. for the purposes);
