You have again been provided with sufficient supplies to take you to Kachsiung.

The Hong Kong Government is not prepared to go on reprovisioning you. You have frequently been told that you should continue your voyage to Kaohsiung. I now repeat that direction.

Conditions on board can only deteriorate if the vessel remains in her present position.

4.

The representatives of the refugees were informed of the above prints yesterday afternoon in a letter from the Secretary for Security.

5.

I now have to inform you that if you decide instead to enter Hong Kong waters we shall not physically prevent you from doing so.

6.

It is now for you to decide which course to follow and to do so immediately. You may inform us of your intentions on radio channel 14.

7.

You may be wondering about your passengers. If the ship enters Hong Kong those on board will be processed by the Immigration Department and, where appropriate, the UNHCR will endeavour to make arrangements for their resettlement.
