INTRODUCTORY NOTE
This report was drawn up during the period 1st to 16th February, 1979. It was intended not only to be a historical record of matters concerning the "Huey Fong" but also to provide some guidelines for the handling of similar situations in the future. Before the report was finished a second refugee ship, the "Sky Luck", entered Hong Kong waters.
