Ideally, the island should be for all future "boat cases" only; but it may well be difficult to convince those

countries which already shelter large numbers of "boat refugees" that these should not be included. And it might be necessary for an assurance to be given to the Thais that UNHCR relief for their "land refugees" would not be diverted to the support of the island.

The cost of creating a town for, say, 100,000 refugees (and that could be a gross underestimate) would be extremely high initially. Recurrent costs would be high too, and would probably remain a semi-permanent feature of UNHCR expenditure (much would, of course, depend on whether a blanket resettlement guarantee on a fixed time- .scale was available). Governments could hardly be expected

to guarantee such costs until they had an idea what the se

would be and any formula for apportioning costs could hardly be worked out in advance.

This would be a sensible arrangement. We could sympathetically consider sending an official to screen applications for resettlement in the UK, provided there were sufficient people in the centre who met our criteria.

The UK could not do so.
