Category IIIB - Persons who because of their status in the Civil Service or armed forces of the former governments of the Indochinese countries were closely associated with US Government policies or US Government-supported programs.

Category IIIC - Persons educated or trained in the US or abroad under US auspices.

Category IIID- Persons who received individual US military combat awards or decorations.

Category IIIE Spouses and unmarried children of persons who would have qualified under one of the above categories but who are dead or were unable to escape.

Vietnamese refugees

escaping by land from Laos and now in camps in Thailand. This sub-category enjoys priority within Category III up to 125 persons per month beginning 1 October 1978.

Category IV - Other refugees who because of obviously compelling reasons should be granted parole on humanitarian grounds if they are not accepted by another country *(except again those under 21 with a blood relative in the US and no such relative elsewhere outside the countries of Indochina).

Contrary to Categories I-III and previous Category IV, where examples are given, under the new Category IV a number of priorities are prescribed:

Category IVA - Married siblings of persons who entered the US prior to 14 June 1978.

Category IVB

Close relatives, defined in category I, of persons who have entered the US since 14 June 1978, except that spouses and unmarried children under 21 of persons who entered the US after 14 June 1978 are eligible under category IA.
