Annex III
Present Terms
Category IA Close relatives (spouse, parent, son, daughter, grandparent, unmarried sibling, unmarried grand- child) of persons who entered the US before 14 June 1978.
Spouses and unmarried children under 21 of persons who entered the US after 14 June 1978.
Category IB
S
Unaccompanied minors
"17 years of age and under" (i.e. up to 18th birthday) whose parents or guardians are deceased or were other- wise unable to leave to accompany the minor: Provided that no offer of resettlement is made by another country.
Ma
Category IIA Former US Government employees who held supervisory or otherwise meaningful positions for at least one year subsequent to 1 January 1962, or workers such as janitors, drivers, gardeners and guards if they were so employed for at least five years subsequent to 1 January 1962.

Category IIB Persons not officially US employees, but so interpreted as to appear to be such employces. Same time periods as under IIA apply.

Category III
Refugees who, because of a previous close association with the US were persecuted or in fear of persecution by the communist regime. *A person of "20 years or under" who has a blood relative in the US and none elsewhere outside the countries of Indochina is exempt from the conditions of non-availability of another resettlement offer.
