Most countries may notify UNHCR of criteria which may be nothing more than guidelines, leaving total flexibility in the selection of beneficiaries. Generally, countries give a high priority to family reunion where immediate family is ocncerned and may include "second-degree" family members also as a high priority if any other criteria attached to the quota are fulfilled. Generally, France, Canada and Australia admit those who have links with their countries, whether they be of family relationships, previous association with educational establishments, government service or a knowledge of the language. Some quotas are geared towards the needs of particular groups examples would be Israel's recent decision to accept 100 persons from the "Tung An", or the City of Frankfurt's offer to take 250 from the "Huey Fong", later converted to an offer to take 250 from Hong Kong. Argentina's recent offer to accept 100 is specifically for persons having previous experience in agriculture, because the scheme proposed is a land settlement. unskilled, the handicapped, those with no links in any resettlement country and often with no knowledge of any language other than their own. At least one country, Netherlands, has as one criteria that the cases should be 'bf the highest urgency", thus enabling UNHCR to propose emergency cases such as those which cannot disembark from a rescuing vessel without a resettlement guarantee (a guarantee the country whose flag is carried by the rescuing vessel may be in no position to give, eg. Liberia). Several countries name specific countries from which the refurces will be selected, as in the case of the United Kingdom which announced that the 1,500 to be selected would be taken from Hong Kong, Malaysia and Thailand. Others may specify that all beneficiaries shall be of Vietnamese nationality/ origin, shall be "boat people" or shall be those who have been long in camps.

A list of the resettlement offers available over a twelve-month spain as at 15 January 1979 is attached. Since this list was prepared, the United Kingdom has announced its quota of 1,500 and Lusembourg a quota of 50.
