BACKGROUND
1.
The exodus from Vietnam continues.

2. The UNHCR international consultations (which Mr Luard attended)
called in December to discuss the whole refugee problem in South-East
Asia were useful, though they provided no easy solutions. About
US$12 million new money was contributed (US$1 million from the UK)
and about 5,000 new offers of resettlement places made. Mr Luard
reported to the House on 15 December.
