1. Hong Kong tel No 131 indicates that Lord Elton has been in touch with the Governor of Hong Kong, we presume in connexion
with some points the former may wish to use during the Lords' Debate on 14 February.
2. I submit some supplementary notes on the proposal for an island processing centre for refugees (not covered in my submission of 8 February) in case that topic is raised. I made a further submission yesterday, giving the department's detailed views on this proposal.
