Given the wide media and Parliamentary interest in the Indo-China refugee problem (particularly in the plight of the Vietnamese boat refugees), this department should be grateful if OID would consider preparing a background brief on the subject.

There is already much material in the various Guidance telegrams which have issued but if you require further information I shall be ready to provide it. May we see a draft in due course?
