As you know, another refugee ship, the "Skyluck", arrived in Hong Kong last night with some 3,000 Vietnamese refugees
on board. The Private Office have asked for a brief note in
case the Secretary of State wishes to mention the problem in
Cabinet tomorrow.
A self-explanatory note, cleared with SEAD and UND, is
attached. A more detailed submission will follow.
