It is my firm hope that these and other international
representations will impress on the Vietnamese authorities
the concern with which the international community views
their treatment of their own people.
Meanwhile, the United Nations High Commissioner for
Refugees, who is responsible within the UN system for
protecting and helping the unfortunate Vietnamese
actively
refugees, is well seized of the problem and in close touch
with the Vietnamese authorities.
He called international
consultations last month to consider solutions. I led
the United Kingdom, to these consultations and reported on them

to the House on 15 December. I enclose an extract from
