Rasanayagam has already had sufficient assurances from local representatives of resettlement countries to be ready to tell the refugees' representatives that he has passed their details on a confidential basis and that all countries involved are prepared to look sympathetically at their claims and to make resettlement arrangements from Taiwan through whatever machinery is used by UNHCR for doing this either directly or through third parties (such as I CE M and Caritas). I should add that Rasanayagam has given the US Consulate-General a full set of the personal details, which is being sent by bag to the US mission in Taipei on a contingency basis. We have not yet decided when it would be right to arrange a further, meeting between Rasanayagam and the refugees' representatives. Because of weather conditions it will certainly not be until 16 January and in view of plans for re-provisioning it is most likely to be on 17 January. However, these arrangements will probably have been overtaken by subsequent developments by the time you receive this letter.

In view of the concern which we had when we learnt that Nicholas Morris was to Lave an even shorter spell as the UNHCR representative here, I should like to record how helpful Rasanayagam has been. Quite apart from his own personal views on how the "HUEY FONG" should be handled, he has been most helpful in speeding up the documentation of refugees already allowed temporary stay
