Treasury officials would also inform their Ministers that the Home
Secretary was being recommended to accept the proposal but to give Ministerial colleagues the opportunity to discuss the wider implications
of the subject by minuting the Foreign Secretary and copying to the
Prime Minister and other HS colleagues.

The Home Office would submit the current proposal, and the wider implications of the refugee situation in South East Asia, to the
Home Secretary as outlined in paragraph 10.
12. Treasury and Home Office agreed to defer discussion of the other matter raised in Mr Taylor's letter, namely whether provision for
refugees should continue to be met from the Voluntary Services subhead
of the Community Services Vote or from a separate subhead.
