"In accordance with its humanitarian policy and the laws in force, the Government of the Socialist Republic of Viet Nam is prepared, as of today, to grant exit visas to all Vietnamese who, by written request, express the desire to leave, with the exception of the following:
Primo those who have military obligations
Secundo those who are in possession of state secrets or who occupy important posts in the field of production, and who are irreplaceable for the moment
Tertio those who, at present, are on trial.
With this in mind the Socialist Republic of Viet Nam has decided:
(a) to accelerate, as much as possible, the solution of Vietnamese family reunion cases; in this respect, the Socialist Republic of Viet Nam invites UNHCR to co-operate closely with the local authorities to organize special flights in the future;
(b) in order to find a solution to the question of "boat people"
which has created problems to neighbouring countries in South East Asia, the Vietnamese Government also invites UNHCR to assist it in this field by providing transportation and a country willing to receive the persons wishing to leave Viet Nam;
(c) in order to resolve satisfactorily this humanitarian problem,
the Socialist Republic of Viet Nam is prepared to provide the necessary conditions and to co-operate with UNIICH."
