VIETNAMESE GOVERNMENT'S POLICIES AND VIETNAMESE REFUGEES
1. Lord Goronwy-Roberts has seen Mr Simons' submission of 17 January and Mr Luard's minute of the same date.
2. On the question of Vietnamese refugees the Minister believes it is important that we should approach other Govern- ments. He does not believe that our own performance is all that poor: 1400 already plus a willingness to accept another 1500 on top of what he regards as a continuing "colonial" entry which hardly applies to other countries.
3. The Minister strongly endorses the recommendation that the Secretary of State should call in the Vietnamese Ambassador and "lay it on the line". He believes that opinion in the UK would respond favourably and ASEAN (especially Thailand) would be encouraged. He thinks that the suggested Talking Points for use by the Secretary of State with the Vietnamese Ambassador cover the field very well.
