Could the Heads of Government at this meeting explore ways of bringing opinion to bear on the Vietnamese Government (perhaps through the Soviet Union, or by impeding aid flows which the Vietnamese may be receiving bilaterally or through multilateral agencies) in the interests of causing them to recognise the burden of human misery caused by these large scale departures and of moderating their domestic policies?

4. How best could the leads of Government encourage the international community to support the appeals by the United Nations High Commissioner for Refugees for further resettlement places to be made available for the refugees?
