I enclose a copy of a letter handed in to the Embassy by its two signatories on 28 December. I also enclose a copy of our reply.

Soon after the letter was handed in, Reuters rang to ask whether the two priests had called and handed in a letter about Vietnamese refugees. We confirmed that this had happened. Reuters did not seek any comment, and
we volunteered none.
