I submit a draft reply to the attached Parliamentary Question tabled by Mr Kenneth Clarke MP (Rushcliffe Conservative) for written answer on 25 January. I also submit an explanatory background
note.
2.
As a member of the Hong Kong Parliamentary Group,
Mr Clarke has shown a sympathetic interest in Hong Kong's affairs, and this question is clearly intended to be helpful. Mr Clarke tabled two PQs in 1978 on education and workmen's compensation.
3.
The reply is based on information supplied by the Hong Kong Government. The Parliamentary Unit have agreed that, in view of the complexity of the reply the normal limit of 50 words may be exceeded.
