1. I submit a draft reply, background note and notes for supplementaries for the Question put down by Mr Robert Parry MP (Liverpool/Scotland Exchange Labour) for oral reply on 21 March. 2. Mr Parry takes a close and critical interest in developments in Hong Kong and regularly asks Questions designed to expose the shortcomings of the Hong Kong Government's social and economic policies. He asked a Question virtually identical to the present one two years ago. Since then, he has asked over 70 Questions on subjects ranging from prostitution and police corruption to housing and education. His most recent Questions were the five he asked on 14 and 15 February on the problems of the Hong Kong
boat dwellers.
