efforts by a group of voluntary agencies to set up a commission to review and make recommendations on provision for child welfare and development. We did not elaborate on this in our telegram. The position is that the Hong Kong International Year of the Child Commission (consisting of representatives from voluntary agencies and the Social Welfare Department) has been set up and is exploring a wide range of matters affecting children. With the assistance of the Government's Recreation and Sport Service, a carnival was held recently for the entertainment of some 30,000 people including children aged 6- 14 and their guardians. Other events during 1979 will include competitions in singing, drawing, story telling, dancing, handicraft and drama. A Children Cultural Day is being planned for December to mark the closing of the IYC.

You will see from the above examples that 1979 will not be an uneventful year for Hong Kong. If the opportunity arises, you may wish to draw this to the Undersecretary's attention.
