1. I submit a draft reply and background note to the Question tabled by Mr Robert Parry MP (Liverpool/Scotland Exchange- Labour)
for oral reply on 13 June. Parliamentary Unit have confirmed
that the Question is unlikely to be reached and that notes for
supplemantaries are not required.
2. Mr Parry, who has many Chinese people of Hong Kong origin
among his constituents, takes a close interest in Hong Kong affairs
and regularly tables Questions critical of the Hong Kong Government
74 in 1977 and 36 in 1978. He has in particular questioned the pace
of social development in Hong Kong: his most recent Questions on
this subject were on 20 and 21 March.
3. The achievements of the Hong Kong Government in the social
field over the past 10 years are, by any standards, highly creditable.
Future plans (some of them outlined in the background note) should
ensure that progress is maintained well into the 1980s provided
immigration from China does not continue at the present rate.
