1. You will remember that we had some discussion about the proposed contributory social insurance scheme during my visit to Hong Kong in April. You said that it was your impression that some 80% of social security benefits in the UK were met from general government revenue and asked whether I could provide any authoritative figures, or suggest an academic study.

2. I consulted Strachan Heppel on my return.

He has kindly done some research, the results of which are embodied in his letter of 12 June and its enclosures (copy enclosed). Perhaps you would let me know if this provides the information you wanted. I should also be grateful for your comments - no hurry on the point in paragraph 3 of Heppel's letter.
