the additional cost involved;
(a) the industry sectors most affected by the lorking
Group's recommendations would be wearing apparel (0.43% increase in annual total vage bill),
electrical nachinery including electronics (0.36 increase in annual total wage bill), and finance and business services (0.24% increase
in annual total wage bill) compared with an average increase of 0.19% for all industry sectors combined (see Appendix 13); and
(e) whilst the cost in (c) above does not cover
working voren earning more than 3,500 per month
vho fall out ide the scope of the Employment Ordinance, the number of women in this category
reuiring maternity benefits would be very small.
In any case most of them are likely to have been already granted paid maternity leave by their employers; hence employers' financial burden should not be significantly increased as a result of the Borking Group's recommendations.

The orking Group notes t'at part of the costs
mentioned in paragraph 4.2(c) and (e) above would be borne by the Government as an employer.

Department has estimated that in order to enforce, by complaint, the new legislative provisions concerning naic maternity leave it
