(c) an Old Age Supplement (of $100 p.m.) is paid under

the Public Assistance Scheme for each elderly family member aged 60 and over who is not in receipt of a Special Needs Allowance;

(d) a system of disregarded income has been introduced

to encourage self-help for the elderly, young widows etc whereby the first $50 and 50% of the next $200 of monthly earnings are disregarded in assessing entitlement for Public Assistance;

(e) Special Needs Allowances are now payable to qualifying persons in residential institutions;

(f) the qualifying age for Old Age Allowance has been

lowered from 75 to 70.
