(1) Any person who
(a) without reasonable excuse
contravenes regulation 3, 4,
6, 9, 13(1), 15(1), 16, 17 or
18, or without reasonable
excuse fails or refuses to
comply with any such regulation
or with any direction or
requirement thereunder;
(b) applies for, obtains or has
possession of more than one
identity card, otherwise than
as required by regulations 3(3),
4(3) and 10(b), unless he can
satisfy the Commissioner that
he has applied for, obtained
