The Director of Immigration would take special steps through the media and community organisations to allay any suspicions or doubts in the minds of the public about the Government's motives in amalgamating the two departments. He will specifically re-assure the public that the Registration of Persons Office will continue working as it does now. It is the Director's intention to maintain a separate office in the Registration of Persons Office for his personal use as Commissioner, Registration of Persons.

The Director would also take steps to publicise some of the potential benefits that may accrue in the longer term from the amalgamation. For example simpler procedures, fewer visits to Government offices and the possibility of issuing or amending identity cards at the same time as travel documents are issued or renewed.

Honourable Members will be asked to advise whether the Immi- gration and Registration of Persons Departments should be amalgamated, subject to the acceptance of the financial commitment by the Finance Committee of the Legislative Council.
(The Secretary for Security (Mr L. M. DAVIES), the Director of Immigration (Mr J. M. ROWLANDS) and the Commissioner of Registration (Mr J. V. C. MITCHELL) will attend before the Council for the discussion of this item).
