MEMORANDUM FOR EXECUTIVE COUNCIL
PROPOSED AMALGAMATION OF REGISTRATION OF PERSONS DEPARTMENT WITH THE IMMIGRATION DEPARTMENT
Introduction
In January 1976, the Secretary for Security established a Working Party on Registration of Persons with the following terms of reference:

To consider the existing requirements and procedures for registration under the Registration of Persons Ordinance (Chapter 117) in the light of the needs of Government Departments generally and the Immigration Department in particular;
to make recommendations designed to eliminate duplication, inconsistencies or overlapping in the various procedures which may emerge from this study; and
to report on any related matters.

The Report of the Working Party and a summary are at Annex B A, B and A respectively. It is not the intention to seek the advice of Honourable Members at this time on all the recommendations in the Report but only on the recommendation that the Immigration and Registration of Persons Departments be amalgamated (Section F pages 34-38 of the Report at Annex B). The Working Party stated that this recommendation was not dependent on its other recommendations and advice on this particular one is being sought because, if it is accepted, it is the intention to implement it on 1st April 1977 (which is about the time the present Commissioner is due to retire). Consideration of the remaining recommendations in the Report will follow a decision on the proposed amalgamation.

Background

The last major review of Registration of Persons was that of the Trench Committee (1955-1956). Since then, the importance of the Identity Card to all sections of the community and the much greater use of the in- formation held in Registration of Persons records by government depart- ments, particularly in the field of law enforcement, has resulted in great change in the procedure and activities of the Department. Against this background, the Secretary for Security decided that a review of the regis- tration of persons system was necessary.
