Recommendations Designed to Strengthen and Clarify the Role of the Registration System in Immigration Control

The R.C.F. Regulations need to be amended to make it clear that an identity card should not be issued to an illegal immigrant until his stay in Hong Kong has been authorised by the Director of Immigration.

Recommendations on the Future Relationship of the Registration of Persons Department and the Immigration Department

The Working Farty concluded that there is now such a close relationship between these two Departments that they should be amalgamated. The Immigration Department is by far the biggest user of R.0.P. records and the decision to issue an identity card is an immigration one. This conclusion is endorsed by the

The Corruption Frevention Department of the I.C.A.C. target date for amalgamation should be 1st April, 1977.

(vii) Recommendations and Observations on Computerisation

The Working Farty recommends that the feasibility study of the computerisation of Registration of Persons records should be given high priority.

The Report then outlines the financial implications of the recommendations and then concludes with a general statement that whatever the cost and changes that are introduced, registration of local residents and the issue of identity cards is now indispensable in Hong Kong.
