The next section of the Report deals with the recommendations of the Working Party, under 7 headings:-

Recommendations designed to improve the Reliability of the Registration System

These are principally concerned with amendments to the Registration of Persons Ordinance and Regulations to fill in certain loopholes in this legislation including the standardisation of the names which residents use with different government departments and on official documents, to make it only possible for a resident to change his name by Deed Foll - by a simple and inexpensive procedure, to provide for more particulars, some of which are already given voluntarily, to be registerable by law, to increase the penalties for breaches of Registration of Persons legislation, to provide for the making of a false report and the manufacture or possession of a false identity card an offence, the limitation on prosecutions to be
