Congress expresses its deep concern at the suppression of political liberties and trade union rights by the military dominated Government in Brazil. The size and economic power of Brazil means that its progress and political nature will have a substantial effect on the future of the whole of South America.
Accordingly Congress calls on the General Council to establish contact with Brazilian trade unionists and to examine ways of assisting them in their struggle.
