Concerning the case in November 1978 of some children being photographed by a journalist while working in factories at Aplichau Island, the Labour Department immediately conducted a special campaign for the detection of child employment in that area. However, no illegal employment of children was discovered. It should be noted that although the article was written in 1978, it generally harked back to incidents which allegedly occurred years ago.
The Granada Television's "World in Action" series in 1976 showed a few extreme cases of illegal child employment. With those few cases at hand, the television series proceeded to generalise on the child employment situation in Hong Kong and presented a distorted picture of Hong Kong's industries. Nevertheless, since 1976 a substantial number of pieces of safety legislation have been enacted for the promotion of a higher safety standard for people at work. These included the following items
